In English

Defining a second · Who decided how long a second is?

Seconds used to be a fraction of a day, but Earth's spin isn't steady, so since 1967 the second has been defined by the vibrations of radiation from cesium atoms. About 9.2 billion of those vibrations make one second. Atomic clocks drift less than a second in tens of millions of years.
